The Arizona Corporation Commission issued a permit allowing the Salt River Project (SRP) to expand its Santan Generating Station in Gilbert, Arizona. One condition of that permit required the company to form a Community Working Group to refine SRP's proposals for landscaping mitigation. The measures were to maximize the positive impact on the community. Another condition required SRP and the group to agree upon and retain an independent facilitator to conduct the meetings and utilize alternative dispute resolution mechanisms. The Community Working Group members chose Mary Orton as their facilitator/mediator, and SRP retained her for the project. The Corporation Commission established the membership of the Community Working Group to ensure that the strongest opponents to the plant expansion would have the opportunity to serve. The group consisted of 12 members, who were selected in the following manner: one member was selected by the Town of Gilbert, four members were selected by neighborhood homeowner associations, four were selected by intervenors in the expansion permit case, and three were selected by SRP. Working closely with a landscape architect, the group developed detailed plans for both on-site and off-site landscape mitigation, and established landscape maintenance schedules.
